Because of the COVID pandemic, and the travel restrictions that followed, many foreigners are stranded or separated from their family members. Foreign visitors who wish to stay in Singapore for an extended period can apply for a Long-Term Visit Pass (LTVP). Foreign spouses and children of Singapore citizens or Permanent Residents (PRs) are among those who can apply for a Long-Term visit pass (LTVP). Can a Singapore PR/ Citizen apply for LTVP for their parents? In this article, we will share some important notes on LTVP.
According to ICA’s website, these are the categories of foreigners who are eligible to apply for a Long-Term Visit Pass. They are:
- Spouse of a Singapore Citizens (SC)
- Spouse of a Singapore Permanent Resident (PR)
- Child (aged under 21) of a Singapore Citizen (SC) or Singapore Permanent Resident (PR)
- Aged Parents of a Singapore Citizen (SC) or Singapore Permanent Resident (PR)
How to apply?
If you are a Singapore Permanent Resident/ Citizen, you can sponsor your parents for a Long-Term Visit Pass (LTVP). You will need your Singpass 2FA to submit the LTVP application online using the e-Service from ICA. The LTVP applicant must be physically present in Singapore at the time of application.
Important note: It is recommended that the Sponsor (i.e., the Singaporean / PR child) have a stable employment and income for the application to be successful.
There is a non-refundable processing fee if SGD30 for each application.
It can be paid via any of the following payment mode:
- Credit Card
- Debit Card
- Internet Banking
- PayNow (via Singapore local Bank – POSB)
There is an additional fee required upon collection post approval of the pass. They are:
- $60 for LTVP card
- S$30 for a Multiple Journey Visa (if applicable)
Note that you must make the payment within thirty (30) days of the date stated on the approval letter. If you fail to do so, the approval stands null and void.
The processing time may take up to six (6) weeks.
During this processing period, applicants should wait to be notified of the application outcome via email or check on the application outcome using the e-Service, rather than contacting ICA to enquire about the status of the application.
Additional documents may be requested by the ICA during the processing period. The applicant and/or the sponsor could be called up for an interview during this time. This is purely at the discretion of the ICA and is only done if they see such a requirement.
Action required after receiving the LVTP Approval
You will receive an In-Principal Approval (IPA) via email/ post. You are required to download the IPA using ICA’s e-service. The approval is valid for two (2) months from the date of issue, and it does not equate to being issued a LTVP.
The applicant is required to go for a medical check-up if it is stated in the IPA.
The next step is to book an e-appointment (ICA’s website) for completion of Long-Term Visit Pass formalities. Both the applicant and the sponsor will need to complete the formalities for the LTVP and collect the LTVP card in person at the ICA Building.
You will be given a list of originals and photocopies of documents to prepare. In the letter, these shall be stated explicitly. For instance, in the case of parents, your parents’ passport biodata page, birth certificate, disembarkation/Embarkation (D/E) card, for spouse, the marriage certificate, and your most recent passport-sized, digital, colour photograph.
Important note: The photo must latest and taken within the last three (3) months. The applicant must adhere to the specifications given for the photograph. As a sponsor, you must also bring your national identification card.
In certain cases, you may need to pay a security deposit in support of Long Term Visit Pass for Parents of SPR, It will also be indicated in the IPA along with the amount and method of payment.
Important note: If you are a first-time applicant, you must apply for an LTVP while your social visit pass is valid for at least 10 days.
While the application process for Long Term Visit Pass for Parents of SPR may not be as complicated as compared to a Singapore PR application, it is not uncommon to see many applications being rejected by the ICA due to sheer lack of knowledge about the application process, documents required or even on the eligibility requirement.
