Let’s look at the Singapore Population Statistics 2021, released in June 2021.
Our analysis and comments:
- Dip in population – Largest dip in the population as compared to the last 4 years especially for non-residents. Due to COVID-19, many foreigners lost their jobs, or their employment contracts were not renewed and they had to return to their country. Some of these people did fit the criteria to apply for SPR but were unable to do it in time
- Dip in SPR – There was stability in the number of SPR in previous years but in the year 2021, there was a decrease of 0.03M in the SPR.
Annually Singapore gives out an estimated 30k Permanent Residencies and 22k for Citizenships.
About 21,000 new citizenships were granted and 27,500 people were given permanent resident status in Singapore 2020.

b) Change of Work Pass Salary Requirement
In 2020, the minimum qualifying salary for S Pass was again raised. From $2,200 to $2,300 in January 2019 and increased to $2,400 from 1 January 2020. The minimum qualifying salary for S Pass is expected to be further raised to $2,500, with the qualifying salaries for older and more experienced S Pass candidates revised accordingly. The government’s criteria for work pass approvals are regularly updated to support more employment opportunities for locals. Given the impact of the COVID-19 pandemic on the global and domestic economy, the government has been closely monitoring and assessing if further adjustments are required.
These jobs could be secured for SPRs if the S Pass holders apply while there is time.

- Change of salary requirement would significantly impact the number of people getting the work passes.
- Employers may consider hiring the locals instead of paying more for S Pass holders once their contract expires.
- Especially now that the economy is not doing so well. The labour market might just have more supply than demand plus the government is giving out incentives to support employers who are willing to hire the locals.
